Gao Hai makes his first appearance to meet Zero after Lelouch was reawakened. He was sent as the Federation's consul to Area 11. Following that meeting, he fell under Lelouch's Geass. And while under the influence of Lelouch's Geass, he grants asylum to the Black Knights within the grounds of the Federation's consulate. Afterwards, when Gao Hai claims Zero is more important than Empress Tianzi, Li Xingke sees this as a disloyalty to Empress Tianzi and executes him.
