Count Ernst von Falstrong, born Ernst Falstong, was the first director of the Department of Social Discipline and also the head of the Galactic Empire's Ministry of the Interior (he served both posts concurrently).

Due to his accomplishments as Director of the the Department of Social Discipline, Rudolf von Goldenbaum conferred upon Falstrong the title of Count when he established the aristocracy in 9 UC. He died in 10 IC after his vehicle was destroyed by a terrorist's bomb. Kaiser Rudolf executed 20,000 people as "conspirators" in the attack.
