Sailor Conductor was a Phage created when Sailor Iron Mouse removed Garajan's Star Seed.

After a performance with the Three Lights and Michiru Kaiou, Mr. Garajan ran into Usagi Tsukino and Kou Seiya, then excused himself to get some fresh air. Once outside, he was approached by Chuuko Nezu, who revealed herself as Sailor Iron Mouse. The Animamate then attacked him and extracted his Star Seed, but was disappointed to find that it was a blank. Mr. Garajan then transformed into the Phage Sailor Conductor, and Sailor Iron Mouse departed. The Phage attacked the newly arrived Eternal Sailor Moon, managing to pin her to the wall with several conductors' batons. Sailor Star Fighter arrived and used Star Serious Laser to incapacitate the Phage long enough for the other Sailor Starlights to free Sailor Moon, who then used Starlight Honeymoon Therapy Kiss to restore Sailor Conductor to human form.

Sailor Conductor had red eyes and red skin, and wore a tuxedo.

Sailor Conductor attacked by throwing batons at his opponent, in a series of techniques he called 'movements'. The first movement was "piano", the second movement was "cello", and the third movement was "violin". The last movement was likely to deal a mortal blow, but was not seen as he was interrupted before he could finish the attack.
